During the 2025 legislative session, lawmakers considered legislation that would have finally stop puppy mills from profiting in Texas.
Pet stores often advertise that their puppies are “top quality” and come from “responsible breeders.” The sad reality is that puppies are trucked in from out-of-state commercial breeding facilities. Puppy mills treat animals like products; their only goal is to produce the highest number of puppies at the lowest possible cost. Dogs are often sick, injured or malnourished and confined to filthy, crowded cages.
