Support S.B. 1652/H.B. 3458 to Protect Pets and Consumers

Dear Legislator,
As an animal advocate and your constituent, I am reaching out to ask that you support S.B. 1652/H.B. 3458 before the 2025 legislative session ends. This important measure will protect Texan pets and consumers by ending the import of puppy mill dogs from out of state and into our communities. Pet stores across Texas import cruelly bred dogs into the state from puppy mills across the nation and then sell them to unwitting Texans. A recent poll that found that 83% of Texans would support legislation to prohibit pet stores from selling dogs from puppy mills, thereby shutting down the pipeline of puppies coming into Texas. As you may know, puppies sold in pet stores often come from commercial breeding operations known as “puppy mills” that are designed to prioritize profit over the well-being of the animals. In these operations, dogs often spend their entire lives in wire crates without adequate shelter, veterinary care, food or socialization. If the legislature fails to act, pet stores will continue operating with impunity, profiting from cruelly bred animals. It is time for the state to outlaw this practice for good by enacting S.B. 1652/H.B. 3458 this legislative session. Thank you for your time and consideration of my views.

As your constituent and as a Texan concerned about animal welfare, I am reaching out to ask that you please sign on as a co-author of S.B. 1652/H.B. 3458. This important measure will protect Texan consumers and promote the ethical sale of pets in our state. A 2024 ASPCA conducted poll found that 83% of Texans would support legislation to prohibit pet stores from selling dogs from puppy mills. As you may know, puppies sold in pet stores often come from commercial breeding operations known as “puppy mills” that are designed to prioritize profit over the well-being of the animals. In these operations, dogs often spend their entire lives in wire crates without adequate shelter, veterinary care, food or socialization. Year after year, the pet industry has demonstrated that it is not interested in ensuring the welfare of the dogs it churns out, nor is it interested in transparency or public accountability. These poorly regulated commercial dog breeders have only one goal: to breed the highest volume of puppies possible at the lowest cost for maximum profit. Enough is enough. This legislation would protect Texan consumers by cracking down on the deceptive business practices that allow pets bred in cruel and inhumane conditions to be trucked into the lone star state from puppy mills across the country. It will also better protect our state’s consumers, public health and animal welfare — while still permitting stores to provide space for rescue groups and shelters to adopt animals into loving homes. If this legislation is not passed, pet stores will continue operating with impunity, profiting from cruelly bred animals. We need legislators like you to lead on this important issue that is adversely affecting our communities.
