Hundreds of thousands of Americans experience homelessness every year. An estimated 12% of unsheltered homeless adults have pets, yet many emergency shelters do not allow companion animals, and unhoused people with pets often refuse assistance if it means giving up their pet.
The Providing for Unhoused People with Pets (PUPP) Act, H.R. 8074, seeks to remove this barrier to emergency housing by creating a grant program that would provide funds for homeless shelters to support clients with pets, including accommodating pets and providing basic veterinary services.
