As your constituent and a supporter of the ASPCA, I want to thank you for cosponsoring the Providing for Unhoused People and Pets (PUPP) Act to ensure that unhoused people with pets can access emergency and transitional shelter. This important legislation recognizes the critical bond between people and their pets and takes meaningful steps to ensure that no one will be forced to choose between shelter and their animal.
As you know, the PUPP Act would create a grant program to provide funds for homeless shelters to support clients with pets, including making facilities pet-friendly and providing basic veterinary services. This will remove a significant barrier to housing for people with pets experiencing homelessness. Thank you for your leadership on this important issue.

Jason Crow (D-CO), Brian Fitzpatrick (R-PA), Mike Lawler (R-NY) and Brittany Pettersen (D-CO). This important bill recognizes the critical bond between people and their pets and takes meaningful steps to ensure that no one will be forced to choose between shelter and their animal.
The PUPP Act would create a grant program that would provide funds for homeless shelters to accommodate clients with pets, including making facilities pet-friendly and providing basic veterinary services. Unfortunately, most homeless shelters do not allow pets, and unhoused people will often refuse assistance if it comes with a condition of giving up a beloved pet.
