USA: Support Pet Disaster Bill to Save Lives

U.S. H.R. 7438 — Providing Essential Temporary Shelter Assistance for Emergencies (PETSAFE) Act

ASPCA Position: Support
Sponsors: Reps. Mast (R-FL), Titus (D-NV), Buchanan (R-FL) and Chu (D-CA)

The Providing Essential Temporary Shelter Assistance for Emergencies (PETSAFE) Act would help communities better prepare and care for pets before, during and after disasters. Americans consider their pets to be part of their family, and many won’t evacuate during an emergency without them. The lack of disaster planning for pets has resulted in loss of animal and human life and puts first responders at risk. It’s time for our disaster plans to account for our beloved companions.

The PETSAFE Act would incentivize state, local and tribal governments to strengthen emergency preparedness for animals by:

  • Amending an existing grant program to increase the portion of costs covered by the federal government from 50 percent to 90 percent for pet-related emergency preparedness activities, such as investing in mobile equipment trailers, emergency sheltering equipment and supplies, medical supplies, training staff and providing other vital resources for animals.

  • Requiring that state and local emergency plans account for the needs of animal shelters, ensuring that pets are fully included in disaster planning.
