Hundreds of thousands of Americans experience homelessness every year. An estimated 12% of unsheltered homeless adults have pets, yet many shelters do not allow companion animals, and many unhoused people will refuse housing if it comes with the condition of giving up their pet.

The Providing for Unhoused People and Pets (PUPP) Act seeks to remove this barrier to housing by creating a grant program that would provide funds for homeless shelters and permanent housing to support clients with pets, including accommodating pets and providing basic veterinary services.
