Oppose measures in Farm Bill that weaken animal welfare

Dear Senator,
As your constituent and a supporter of the ASPCA, I am writing to ask you to oppose measures in the Senate Farm Bill that would weaken animal welfare protections. Specifically, I ask you to oppose the “Protect Interstate Commerce Act” and any changes to the National Organic Standards Board (NOSB). The House Farm Bill contains a provision (Sec. 11701), otherwise known as the “Protect Interstate Commerce Act,” that is an unprecedented assault on the historic power of states to enact laws that protect the health and welfare of animals. This measure would prevent states from enforcing their own laws regarding the production of “agricultural products” -- a term so broad that it includes not only farm animals like cows and pigs, but also potentially dogs, cats and horses. As the Senate considers its own Farm Bill, I hope that you will oppose the King Provision’s inclusion, and any similar measures that will endanger animal welfare protections. Additionally, I ask you to oppose any attempts to change the NOSB in either its structure or its mandate. Consumers expect higher welfare for animals raised under the USDA Organic label, and the NOSB has consistently recommended changes to meet these expectations. The NOSB must remain a representative and transparent entity to ensure the integrity of the Organic label.

This language is an unprecedented assault on the historic power of states to enact laws that protect the health and welfare of animals and would nullify important state laws to protect animals. This provision would prevent states from enforcing their own laws regarding the production of “agricultural products”--a term so broad that it includes not only farm animals like cows and pigs, but also potentially dogs, cats and horses. As the Senate drafts its own Farm Bill, I hope that you will oppose the King Provision’s inclusion and oppose other dangerous measures that will endanger animal welfare protections.
