The Ending Agricultural Trade Suppression (EATS) Act and the Protecting Interstate Commerce for Livestock Producers Act were both introduced in 2023, following previous bills which failed to make progress in Congress. While their sponsors and industrial agriculture interests claim these bills protect agricultural trade and farmer livelihoods, their real goal is to erase state and local animal welfare regulations that are already in place—all in the name of profit.
The EATS Act and the Protecting Interstate Commerce for Livestock Producers Act are direct responses to the success of animal welfare bills like Proposition 12, which was recently upheld by the U.S. Supreme Court. These existing bans on cruel farming practices, including gestation crates for pigs, battery cages for egg-laying hens, and veal crates for calves, could be undone if either bill passes. Additionally, good laws related to food safety, farm worker protections, environmental standards and even puppy mills may all be at risk.
