U.S. H.R. 5020 — Supporting Our Shelters Act

ASPCA Position: Support
Sponsor: Rep. Escobar (D-TX)

Your members of Congress are considering legislation that would help animal welfare organizations throughout the country care for animals. The Supporting Our Shelters Act would provide federal funding to help animal shelters give food, shelter, veterinary care and more to animals in need.

In 2025, 5.8 million cats and dogs entered shelters and rescues across the United States, but only 4.2 million were adopted into homes. These organizations are strained by increased intakes, longer lengths of stay and slower adoption rates — challenges intensified by rising veterinary costs and housing restrictions that prevent families from keeping pets. The Supporting Our Shelters Act would help them meet this growing need by providing financial support to care for animals and support their communities.
