
The Save America’s Forgotten Equines (SAFE) Act needs your voice!
The SAFE Act would finally protect horses and the people who love them. This bipartisan bill would permanently ban slaughtering horses for human consumption in the U.S., and it would prohibit people from exporting horses abroad for that gruesome purpose.
Every horse in this country, no matter how loved, is just one bad sale away from slaughter. Americans overwhelmingly oppose horse slaughter, and it is time to give them the same protection from slaughter that we give cats and dogs.
The cruel horse slaughter industry preys on horses, their owners and caring people across the United States. Every year that passes without a federal ban on horse slaughter dooms tens of thousands of equines — work partners, athletes, trusted friends — to unnecessary and inhumane deaths.
Horses suffering from incurable medical conditions deserve kind, humane euthanasia performed by veterinarians, not the brutal death of slaughter. Survey results published in 2017 revealed that 2.3 million adults in the U.S. have both the desire and resources to immediately adopt a horse. This means that there were more than enough homes for the approximately 20,000 American horses who went over our borders to slaughter last year — if only they had been given the opportunities to find them. The ASPCA is helping by directing resources into massively increasing horse adoption nationwide, but equine welfare will always be at risk while this underground industry is permitted to exist.
Passing the SAFE Act will give at-risk horses a chance to find loving homes.
What You Can Do
Join us for a week of action beginning Monday, June 2, to help the SAFE Act become law. Here are the actions you can take to urge your members of Congress to support the SAFE Act. You can complete every action on Monday or spread them out throughout the week.
Action 1: Complete the form below to send an email to your members of Congress urging them to help pass the SAFE Act. Ask a friend to do it, too!

Please call your federal representative and your two federal senators — a total of three calls. Start by dialing (202) 224-3121 to reach the U.S. Capitol switchboard and ask to be connected to your House representative. Whether you speak to a staff member or leave a message, use this easy call script:
“As your constituent, I urge you to help pass the SAFE Act (H.R. 1661/S. 775), which would ban the slaughter of American horses. Please advance this lifesaving bill to protect horses and the people who love them. Thank you.”
Repeat this process two more times to contact each of your federal senators.
Action 4: Like and share the ASPCA’s posts to raise awareness about this important bill and encourage your friends and followers to get involved.
Action 5: Join the ASPCA Horse Action Team to collaborate with other equine enthusiasts and help advance policies that protect horses. If you’re already on the team, invite your friends and family to join you!
