The Providing for Unhoused People with Pets (PUPP) Act would create a grant program to provide homeless shelters with funds for supporting clients with pets. By helping these facilities accommodate pets, provide basic veterinary services and more, this bill removes barriers to emergency housing.

Hundreds of thousands of Americans experience homelessness every year. An estimated 12% of unsheltered homeless adults have pets, yet many emergency shelters do not allow companion animals, and unhoused people with pets often refuse assistance if it means giving up their pet. If passed, this bill would enable pet owners who are experiencing homelessness to access pet-friendly shelter and receive the services they need.
