Puppies sold in pet stores often come from large-scale commercial breeding facilities, also known as puppy mills, where dogs are frequently kept in overcrowded and unsanitary conditions without adequate veterinary care, food, water or socialization.

Hundreds of local governments across the nation have enacted laws to keep cruelly bred puppies out of their pet stores. In response, pet store lobbyists are pressuring state legislatures to pass preemption bills like this one, which block cities and counties from adopting ordinances that prohibit the sale of puppies in their community’s stores.
