NY: Thank Gov. Hochul for Signing the Puppy Mill Pipeline Bill

UPDATE—December 15, 2022: The Puppy Mill Pipeline Bill was signed into law by Governor Hochul today. Thank you, New Yorkers, for taking action for dogs and getting this bill over the finish line. Because New York is a large market for the puppy mill industry, this law will impact not just New York State, but animals nationwide. The Puppy Mill Pipeline Bill will end the sale of dogs, cats, and rabbits in pet shops, making it harder for puppy mills to profit in the Empire State.

Right now, out of state puppy mills ship their puppies via a pipeline of middlemen to New York pet stores, where they are marketed as healthy puppies from responsible breeders. But we know this is not true: puppy mills make money by breeding dogs over and over in cruel conditions, selling huge numbers of puppies to pet stores. The Puppy Mill Pipeline Bill will essentially opt New York out of this system.
