ASPCA Position: Oppose
Sponsor: Senator Jason Howell

Kentucky lawmakers are considering legislation that would have disastrous consequences for dogs. The bill would roll back local ordinances and strip Kentucky’s towns and cities of their authority to prevent the sale of puppies in retail pet stores. Puppies sold in stores come from puppy mills: horrible facilities where dogs are often kept in overcrowded and unsanitary enclosures without adequate veterinary care, food, water or socialization. To fight puppy mill cruelty, hundreds of local governments across the nation—including the Kentucky communities of Elizabethtown, Radcliff and Louisville—have enacted local laws to keep cruelly bred puppies out of their pet stores.

In response, pet store lobbyists are pressuring state legislatures to pass dangerous “preemption” bills like this one, which block cities and counties from adopting laws that prohibit the sale of puppies in stores in their communities.
