Right now, Congress is advancing bills to fund the U.S. Department of Agriculture (USDA) and the Department of Interior for the 2024 fiscal year. These annual spending bills dictate how the U.S. government sets aside money to shape and operate federal programs throughout the year. They cover a wide range of topics—including ones related to animals—and can be good opportunities to expand protections for pets, horses, farm animals and more.

Subject Support Animal Protections in FY 2024 Spending Bills

As your constituent and animal welfare advocate, I urge you to continue to include longstanding protections for animals in the FY 2024 Agriculture & Interior Appropriations bills by supporting the following measures:

-The longstanding funding restriction in the Agriculture bill that prohibits the cruel horse slaughter industry from operating in the U.S. This popular bipartisan provision has been included in annual Appropriations bills nearly every year since 2005.

-Funding and bill language requiring the U.S. Department of Agriculture to properly enforce the Animal Welfare Act (AWA) so that the agency uses available tools to intervene in instances of animal suffering and cruelty.

-Grant funding of at least $3,000,000 for the Protecting Animals With Shelter (PAWS) transitional shelter program, which ensures that more domestic violence service providers can accommodate pets or arrange for pet shelter.

-Reporting requirements that would increase transparency as it relates to the depopulation and transport of animals raised in confinement.

-The longstanding prohibition on the use of lethal population control methods for Bureau of Land Management (BLM) and United States Forest Service (USFS) wild horse and burro herds.

-Funding and bill language requiring the BLM to implement a Wild Horse and Burro program that relies on robust, effective, humane fertility control in conjunction with other management actions, mirroring the stakeholder-endorsed Path Forward proposal.

-Funding to implement the Food Service Guidelines at the National Parks Service’s Federal Facilities, ensuring that they are sourcing food that meets value criteria for animal welfare, nutrition, support for local economies, worker justice and safety, and environmental sustainability.
