California lawmakers are considering a bill that would authorize Mobile Animal Sterilization Hospital (M.A.S.H) clinics, bringing high quality, high volume spay/neuter care directly into underserved communities. This is California’s chance to finally remove outdated barriers to veterinary care — and your voice can make it happen.

Current California law requires these clinics to operate within traditional veterinary facilities with enclosed surgical suites — an outdated rule that prevents modern veterinary models from reaching underserved and rural areas. This bill will bring California up to speed.

California is experiencing a worsening pet overpopulation surge, as accidental litters among owned pets increase the number of animals needing care in homes and in crowded shelters. Combined with ongoing veterinary shortages, the number of animals spayed and neutered each year simply isn’t keeping pace with the number of pets who need these services.
